BRISBANE, Feb 4 AAP - A Gold Coast man found with more than nine kilograms of marijuana
stashed in his ceiling has been jailed for six years.
Craig George McLean, 45, trafficked drugs for commercial use between January 2006 and
January 2008, the Brisbane Supreme Court heard on Wednesday.
The drugs were discovered in the ceiling of McLean's garage at his home at Molendinar
on the Gold Coast.
McLean told police the 9kg of marijuana was intended for commercial sale.

MELBOURNE, Dec 1 AAP - A man is believed to have fallen into a tank at a sewage treatment
plant in Melbourne's south.
The man, believed to be a worker at the Eastern Treatment Plant in Dandenong, fell
into an aerated sewage tank while taking a sample on Thursday morning, a police spokeswoman
said.
She said the tank was being drained and she could not confirm the condition of the man.
She said WorkSafe was on site investigating.

11 March 2011 - Perform is preparing to raise GBP70m (USD112m/ EUR81m) through an initial public offering (IPO) on the London Stock Exchange (LSE), the Financial Times reports.
The planned flotation will make the group, which supplies third parties with online sports content and also runs its own services, including Goal.com, the first UK-based digital media group to list on the LSE since Moneysupermarket.com's IPO in 2007.
The company, which plans to use the proceeds to fund its international expansion, including acquisitions, could be valued at more than GBP500m upon listing, according to people familiar with Perform, in view of its strong compound annual sales growth in the last years, the very few digital media groups listed in London and the valuation of recently listed businesses similar to the company.

CANBERRA, Dec 6 AAP - A leaked secret United States cable showing Kevin Rudd suggested
force should be used against China will do nothing to hurt Australian-Sino relations,
Prime Minister Julia Gillard says.
Cables released by WikiLeaks have revealed that the then prime minister warned US Secretary
of State Hillary Clinton in March last year to be prepared to use force against China
"if everything goes wrong".
Mr Rudd also told Ms Clinton during a meeting in Washington that China was "paranoid"
about Taiwan and Tibet, and that his ambitious plan for an Asia-Pacific community was
intended to blunt Chinese influence.
Ms Gillard said she would not comment on the details of the leaked cables.
But Australia had a strong and frank relationship with China in which it could express
its views and opinions, she said.
"Expressing our views and opinions being frank doesn't hurt the relationship," Ms Gillard
told ABC Television on Monday night.
"I don't anticipate these reports will make any difference at all to our relationship
with China."
Mr Rudd said Australia had a two-pronged approach to China - helping it take part in
more regional and global bodies, and being a frank friend.
"We have been plain with our Chinese friends over the last three years - where we have
a disagreement we will ... be firm about standing up for our values and our interests,"
Mr Rudd told reporters in Canberra on Monday.
Asked about his comments on the use of force, Mr Rudd said it was Australia's duty
to "make provision for the long-term defence of Australia's national security interests".
"The business of diplomacy is not just to roll over and have your tummy tickled," he said.
Mr Rudd said WikiLeaks was making global diplomacy difficult as big issues such as
the Korean conflict arose.
"If diplomacy gets it wrong on that (Korea) we will all pay a big price. So, these
challenges don't just go into suspended animation while we work our way though this stuff,"
Mr Rudd said.
Mr Rudd also called on the US to tighten access to its intelligence network, which
is estimated to be accessible to at least two million people worldwide.
Attorney-General Robert McClelland said he believed the release of the cables could
threaten the lives of people providing information to intelligence and law enforcement
officials.
The Australian Federal Police (AFP) were not only looking at whether any Australian
law had been breached by WikiLeaks founder and Australian citizen Julian Assange, but
would help US law enforcement authorities in their investigations, he said.
Australian Greens leader Bob Brown said the government had a responsibility to look
after Mr Assange as an Australian citizen.
"He's been convicted of nothing," Mr Brown told reporters in Hobart.
Mr Brown said leaking the information was not a crime.
Opposition foreign affairs spokeswoman Julie Bishop said Mr Rudd's comments to Ms Clinton
needed further explanation.
"I don't believe that that's an appropriate piece of advice for Mr Rudd to give the
United States," Ms Bishop said.
"I call on Julia Gillard to detail whether this remains the view of the Labor government."

The World Health Organisation's warned of a rise in untreatable gonorrhoea .. after
a spate of multi-resistant cases were detected .. including cases in Australia.
The WHO says improper use of antibiotics has already resulted in widespread resistance
to cheaper first-line treatments against the bacteria which cause the sexually transmitted
disease.
Isolated cases have now emerged in China .. Japan and Australia .. which indicate the
last-line treatment .. oral cephalosporin .. is also losing its effectiveness.
Dr SHIN YOUNG-SOO says if the pattern continues .. then it's only a matter of time
before gonorrhoea is fully resistant to those medications conventionally used to combat
it.
Health authorities in Newcastle last month warned of a spike in gonorrhoea cases.

BRISBANE, Dec 16 AAP - A man broke into a home in one of Brisbane's most exclusive
suburbs and forced the female resident to perform sexual acts on him, a court has been
told.
Peter Francis Tall, 34, was sentenced to five years' jail on Wednesday for the attack
on the 59-year-old woman at Ascot in June 2007.
He had previously pleaded guilty in the Brisbane District Court to one count each of
burglary, stealing and sexual assault while armed.
Prosecutor David Nardone told the court Tall broke into the house about 1am (AEST)
and made his way into the upstairs bedroom, where the woman was sleeping.
Mr Nardone said Tall, who was armed with a knife, ordered the woman to perform oral sex on him.
The court was told the woman refused but agreed to masturbate Tall.
Mr Nardone said Tall left the room and then returned and asked for more before thanking
the woman and stealing her doona so he could cover his genitals.
The court was told Tall was drunk and had consumed cannabis and speed before breaking
into the house, which he did to steal goods and cash so he could fuel his drug habit.
Judge Julie Ryrie sentenced Tall to five years' jail, but released him immediately
on probation after the court was told he had already served 19 months in pre-sentence
custody.
Judge Ryrie also ordered he complete a sexual offenders' course.

Fed: Judgment day looms for troubled ETS

CANBERRA, Aug 7 AAP - Judgment day for the troubled emissions trading scheme is coming
next week - and it seems doomed.
Parliament is resuming after the winter holidays, and senators have promised to vote
on the ETS by Thursday evening.
Years of debate, dozens of reports and countless heated arguments will culminate in
the vote, when Australia's response to climate change could be decided.
But if the ETS was a horse you wouldn't back it.
No opposition party or senator likes the scheme so it seems set for defeat.
That, however, wouldn't mean the ETS would be sent to the knacker's yard.
The government could try again later this year or next year, when the scheme may pass
with the opposition's grudging support.
There are critical issues at play, both environmental and political. The ETS, due to
start in 2011, is Australia's main weapon in the fight against climate change.
It is effectively a tax on carbon pollution.
The final shape of the scheme will affect the cost of electricity, petrol, gas - even
red meat and taking rubbish to the tip.
So the decisions the politicians make will affect households' wallets - and businesses'
- for decades.
Politically, it's a hot topic. The government wants the ETS monkey off its back so
it can meet a key election promise, but it's proving difficult.
The opposition faces a major challenge in coalescing around a position on the ETS.
Ugly splits have emerged, and next week could be tough for embattled Opposition Leader
Malcolm Turnbull.
So why does the ETS appear doomed this time around?
The government does not have a majority in the Senate and needs the support of either
the opposition, or the Australian Greens and two other cross-bench senators.
The opposition says the ETS should not be settled until after United Nations climate
talks in Copenhagen, Denmark, in December.
The opposition has demanded the scheme be made more business-friendly, but, critically,
it appears these will not be presented as amendments next week.
"In light of no support from the coalition, the Greens and independent senators, it
would appear that the bill will not pass the Senate next week," the opposition's ETS spokesman
Andrew Robb told AAP on Friday.
The Greens will move to beef up the target to reduce emissions, from the government's
five to 25 per cent cut, to a 25 to 40 per cent cut. That won't happen, so the Greens
will vote "no".
Independent senator Nick Xenophon won't vote for the ETS without big changes, while
Family First senator Steve Fielding is not convinced humans are affecting the climate.
It may be that senators do not even get into a proper debate about amendments to the
scheme, instead voting it down quickly.
Then again, miracles do happen in the Senate.
It's an outside chance the ETS could pass. The odds are long, but the ability of senators
to surprise when under pressure should not be underestimated.
Richard Denniss, executive director of the Australia Institute, said the chance of
the ETS passing was "very, very small".
"I think its demise looks inevitable," he said.
John Connor, chief executive of the Climate Institute, rated the chance of the ETS
passing as "very slim".
"I don't have high expectations."
If the scheme is torpedoed next week, does it matter?
The scheme is due to start with a dry run in just under two years' time, and to start
properly in three years' time. What's the hurry?
The government can put it up again in November - and if senators vote "no" again, that
leaves Prime Minister Kevin Rudd with the option of going to an early, double dissolution
election which would be bad news for the Liberals.
Many observers believe the opposition cannot afford to vote "no" twice, so would play
ball with the government, secure some amendments, and pass the scheme.
It may be that next week's vote will be an exercise in opposition parties voicing their
complaints about the ETS and voting it down, after which the real work on passing the
scheme can begin.
But a defeat in the Senate could be problematic. The government wants its scheme bedded
down before Copenhagen, to boost momentum on climate change.
And the delay in sorting out the ETS is causing uncertainty among investors and companies
who don't know where to put their money when it comes to energy.
Dr Denniss said it would be a "big blow" to the government if the scheme failed next week.
Questions have been raised about the government's handling of the ETS. It's almost
two years since the last election, and no non-Labor senator supports the scheme.
Non-Labor senators complain the government has not taken on board their concerns about
the ETS or genuinely discussed changes.
"Minister Wong has flatly rejected any discussion and is pushing ahead with a 'take
it or leave' approach to the Senate vote," Mr Robb said of Climate Change Minister Penny
Wong.
Next week is going to be a parliamentary rollercoaster ride on climate change.
The opposition is expected to release independent modelling on alternatives to the
ETS, and amendments to it.
Parliament may also debate the second-biggest climate policy - the renewable energy
target (RET). Separate to the ETS, the RET will see 20 per cent of electricity come from
renewable sources by 2020.
Expect plenty of arguing over climate change in the corridors of Canberra next week
- but don't hold out for the resolution of key bills.
The ETS has had a long gestation.
Efforts to bring about a delivery next week may fail - but it will probably get born
sooner or later.

Vic: Lawyer who tried to save Ronald Ryan dies
MELBOURNE, Aug 26 AAP - The man who defended the last man hanged in Australia, Dr Philip
Opas QC, has died following a lengthy illness, aged 91, News Limited newspapers report
today.
Dr Opas never accepted that Ronald Ryan murdered prison warder George Hodson as he
and accomplice Peter Walker escaped Melbourne's Pentridge jail in 1965.
Ryan hanged for the crime in February 1967, and became the last man executed in Australia.
Dr Opas appealed the sentence to Britain's Privy Council unsuccessfully.
His efforts to save Ryan from the gallows embarrassed the government of then premier
Henry Bolte, which decided Ryan should have hanged as a demonstration of its will to enforce
the law, News Limited said.
Dr Opas later went into corporate law and local government.
He leaves behind two daughters, four grandchildren and seven great-grandchildren.
His wife of 66 years, Stella, died three years ago.
Dr Opas, who served with the RAAF in the Pacific in World War II and was an Air Commodore
with the RAAF's legal services branch in the Vietnam era, will be cremated after a funeral
with full military honours on Thursday.

NSW: Woman killed, six injured in head-on collision
SYDNEY, April 20 AAP - A woman has been killed and six other people, including three
young children, have been injured in a head-on collision near Sydney, police say.
A woman aged in her late 20s who was driving one of the two cars died at the scene
of the crash on Picton Road at Cataract about 1pm (AEST) today, police say.
The woman's front seat passenger, a man aged in his late 20s was airlifted to Liverpool
Hospital with serious spinal injuries.
Three young children in the rear of the dead woman's car escaped with minor injuries.
The female driver of the second car has been taken to St George Hospital with multiple
injuries and is in a stable condition.
A man in the second car was treated for minor injuries.
Police say they cannot at this stage confirm reports the woman killed in the crash
was an off-duty police officer or any of the relationships between the people involved
in the crash.

SYDNEY, Dec 16 AAP - Some off-peak ferry services will be disrupted tomorrow to allow
Sydney Ferries staff to attend a meeting on planned changes to the corporation following
the Walker inquiry.
Bret Walker, SC, handed down his report of his investigation into Sydney Ferries in
October, recommending a fleet upgrade and urging the government to look at the partial
privatisation of the service.
The 430-plus page report was also critical of the current performance of Sydney Ferries,
saying it was less than satisfactory and beset by cultural problems.
Sydney Ferries said there would be widespread service disruptions between 10am (AEDT)
and 11.30am (AEDT) to allow staff to attend the briefing.
It said peak hour services would not be affected.
"It is essential that all staff remain well informed about this important issue affecting
their and their family's future," Sydney Ferries said in a statement tonight.
"Sydney Ferries apologises for any inconvenience caused and appreciates its customers'
understanding at this time."
Jetcats will replace ferries on the Manly route, operating at ferry prices, while some
Parramatta River services will be cancelled.
Inner-harbour services will be reduced on most routes.

MELBOURNE, Aug 4 AAP - Terrorism would not be defeated by removing an innocent individual's
rights, a leading Victorian Green Party Senate candidate says.
Addressing a Melbourne rally in support of former terror suspect Dr Mohamed Haneef,
Richard Di Natale said current legislation was a real cause for concern.
Dr Haneef was arrested in Brisbane last month following the botched attack on Glasgow airport.
He was charged with supporting a terrorist organisation but that was dropped for lack
of evidence and he has since returned home to India.
"There's no doubt the immigration minister (Kevin Andrews) bungled his handling of
this case," Dr Di Natale, the Greens' lead Senate candidate, said.
"But all of the things that have happened have been allowable under the current legislation
and that's the real worrying thing.
"The Migration Act compromises someone's ability to get a fair trial. By branding someone
a bad character, immediately you're undermining the presumption of innocence.
"Of course, then the terror laws allow a whole range of things that allow in this case
for really shonky evidence to deprive this person of his liberty."
Dr Di Natale said Australia's terror laws should be scrapped, adding the Greens were
"a real chance to hold the balance of power in the Senate" in the upcoming federal election.
"The first we need to do is repeal the terror laws. The fight against terrorism isn't
a fight against removing the freedom and rights of individuals," he said.
"It needs to be a much more comprehensive struggle than that. We're not going to defeat
terrorism by removing an individual's rights."
Rally organiser Colin Mitchell, of Civil Rights Defence, said the Haneef case was being
used for political gain in a bid to boost the Howard government's security credentials
ahead of the federal election later this year.
"Kevin Andrews' determination to smear Dr Haneef's character to justify his own misguided
action is absolutely shameful and he must resign."

But on his website, Smith says he leads a "boring-ass life".
Fanatic audiences have closely followed the antics of Smith's characters Jay and Silent
Bob, played by the director himself, for more than a decade.
His cult credits include Clerks, Mallrats, Chasing Amy and Dogma.
Promoting his latest flick, Clerks II, Smith is content, saying he is looking forward
to a new chapter in his life.
"Clerks to Clerks II is a really nice book end," said Smith, 36.
"It feels like I have kind of told one very long story that is interlaced by way of
Jay and Bob or the references to the other flicks ... there is a sense of closure to it.
"It really feels like I have told one complete tale."
Smith is famous for his outrageous sense of humour and has had to defend his comedy
style in past films.
In 1999, Smith faced religious backlash over his film Dogma and was forced to cut scenes
in the 1995 film Mallrats.
Clerks II follows suit, picking up 10 years after the first Clerks, featuring actors
from the original flick Brian O'Halloran, Jeff Anderson, Jason Mewes.
It also stars Rosario Dawson with cameos from Ben Affleck and Jason Lee.
Fans of Smith's offbeat and sometimes crass sense of humour won't be disappointed.
"I never thought of this stuff as being offensive," says Smith.
"I realise it may not be some people's cup of tea.
"But I always assume that nobody who would be taken aback by that sense of humour would
be there in the first place."
Smith writes comedy for himself, and perhaps strange to some, his sense of humour has
resinated around the world.
"I don't sit there thinking I am going to write something really offensive that alienates
people," he said.
"I just write what I think is funny.
"And I kind of hope after a dozen years at this point that there are other people who
find my sense of humour to be in line with theirs."
Behind the dirty jokes and pop culture references that define his films, lie important
life messages.
Smith grew up in New Jersey and spent much of his young adult life behind a cash register
in a convenience store.
That setting inspired his first feature film, Clerks.
The pressure to make a sequel to a well-established film didn't detract from Smith's vision.
"When we first talked about doing a Clerks sequel, a bunch of people went, `Oh no dude,
don't do it cause that movie rocks and what if you make a sequel that sucks?'.
"But I love the movie."
Smith wouldn't rule out a third Clerks instalment but said it would be unlikely in
the next few years.
"Clerks was a movie about what it felt like to be in my 20s and Clerks II is what it
felt like to be in my 30s," he said.
"So somewhere mid-40s or even mid 50s might be a nice time to check back in after I
have had a bit of living experience.
"Right now I can't imagine living to age 40 so if I make it there, maybe I will have
something to say."
Having enjoyed plenty of successes with comedy, Smith is keen to explore other genres
including horror.
"I feel like now is the right time to do something different, something I haven't done before.
"I have made seven variations on comedy so I want to go do a horror movie.
"That was a genre I grew up watching as well and it would be kind of nice to do it."
Smith hosted a screening of Clerks II this week, staying for more than three hours
afterwards to chat with fans about his choices.
At a similar session in his home town in 2005, he spent more than seven hours with an audience.
He's also regularly online and can't help checking internet message boards and forums
to see what fans have to say about his work.
"It is a very hardcore fanbase," he smiled.
"There are enough of them to support what I do which is great because the onus of having
to go out to the box office and win an audience is lifted off my shoulders because they
will show up.
"Without that audience, I have no juice. So I am incredibly appreciative of them."

CANBERRA, April 18 AAP - Prime Minister John Howard has laid the blame for the Iraq
kickbacks scandal on wheat exporter AWB, saying it set out to deceive the government.
Mr Howard called for commissioner Terence Cole, who is heading the inquiry into $300
million in kickbacks paid by AWB to Saddam Hussein's regime, to be allowed to do his job
and make his own findings.
But the prime minister appeared to ignore his own advice, saying a pattern of AWB deceit
was emerging from the inquiry.
"I believe that it is a pattern of behaviour by AWB, that not only set out to deceive
the government but also set out to deceive the United Nations and indeed many other people
and many other organisations, including a lawyer, a former chief justice of Australia,
who AWB engaged to give an opinion," Mr Howard told Southern Cross Broadcasting.
The prime minister gave evidence to the commission last week for just under an hour,
following Trade Minister Mark Vaile and Foreign Minister Alexander Downer earlier in the
week.
Mr Howard says voters will judge his government's handling of the AWB bribery scandal
at the ballot box, but admits some believe he has lied.
Mr Howard told the inquiry he was never shown 21 diplomatic cables warning that AWB
could be making illicit payments - evidence echoed by Mr Vaile and Mr Downer.
Today, he insisted he told the truth, but said voters would be the ultimate judge.
"In the end, judgments are made by the public at election time on the basis of a performance
in a whole number of areas," he said.
"I've answered questions truthfully. I've explained the position."
Mr Howard was heavily criticised by a talkback caller who said the government's position
on the scandal "doesn't ring true with the average Australian" and accused the prime minister
of cowardice.
"It's a view that some Australians will have, but it's not a view that all Australians
will have," Mr Howard said.
"And in the end I'm accountable at the ballot box, and in the end people will make
a decision based on their assessment of me and the assessment of my government."
Mr Howard also defended Mr Vaile, who told the Cole inquiry 44 times in 90 minutes
of evidence that he could not remember warnings or details about Australia's biggest trade
scandal.
"In some circumstances it is entirely appropriate and completely the truth for somebody
to say I cannot recall, because nobody has an infallible memory," Mr Howard said.
Opposition public accountability spokesman Kelvin Thomson said Mr Downer should be
sacked because he was too gullible for his job.
"Alexander Downer should resign and that would be a very clear statement that the public
is no longer prepared to accept such abysmally low standards of ministerial responsibility
and public accountability," Mr Thomson told reporters in Melbourne.

DARWIN, April 11 AAP - A federal MP wants Northern Territory parents to arm their children
with cricket bats and golf clubs and smash cane toads for six.
David Tollner, of the Country Liberal Party, said locals should be killing the toxic
pests any way they can as they march quickly towards Darwin.
But animal rights activists have labelled the bludgeoning cruel, while toad experts
believe cane toad cricket or golf possibly won't kill enough of the warty creatures.
Cane toads have marched across Australia from Queensland, where they were introduced
in the 1930s to kill pests in sugar cane.
Along the way they have killed thousands of native animals - from lizards to crocodiles
- including in the world heritage-listed Kakadu National Park.
They are expected to reach Darwin by the next wet season late this year, with two toads
recently caught on Darwin's outskirts.
"My view is, stop the political correctness, just go and arm the kids of the territory
with cricket bats and send them to work," said Mr Tollner, who grew up killing toads in
Queensland.
"It seems okay for native animals to go around and eat these things and die horrible deaths.
"I think they are a toxic, noxious pest and we need to get rid of them any way we possibly can."
RSPCA national president Hugh Wirth said cane toads needed to be eliminated, but described
the practice as cruel.
He said most people wouldn't have the skill to kill a toad with a single blow.
"There are very few people who can wield a golf club, a cricket bat, or even a baseball
and fulfil the requirement of a humane death," Mr Wirth said.
"If they only hit the toad with a glancing blow or don't even hit its head and damages
other parts, of course that's what's going to happen, it will suffer.
"The most sensible thing I have heard is the argument to round them up and put them
in the freezer.
"The fact that the toad should be eliminated ... that's not a licence to be inhumane."
But Mr Tollner said most people didn't want to pick up cane toads and put them in their freezer.
"They are a pretty ugly looking creature," he said.
"You don't want to have a toxic animal sitting in your freezer beside your ice cream
and your frozen fish fingers."
Frogwatch NT coordinator Graeme Sawyer said it would be more effective if people trapped
cane toads, where they could collect dozens in a single hit, and put them in a plastic
bag and gassed them.
"My only concern is that golf clubs aren't a good enough implement to kill cane toads
and smash the skull," he said.
He said cricket bats were better or lumps of wood because they were heavier than golf
clubs, which would probably just injure the animal.
"I support killing cane toads; some of the ethical issues are hard to handle when you
consider the damage cane toads are doing to our wild," he said.

Colombian Travel Agency Seeks to Improve Customer Service, Increase Efficiency and Reduce Costs
BOGOTA, Colombia, - Aviatur has chosen the Cisco[R] Borderless Network Architecture to enable it to move its workforce among its branches without affecting workflows or losing contact with clients. Aviatur started as a travel agency in 1957, with five employees and a capital of 60,000 pesos. 2011 NAVY FINANCIAL HEALTH POLL RESULTS.
JOINT BASE CHARLESTON, S.C. -- The following information was released by Charleston Air Force Base:

Naval Operations staff sponsored the 2011 Financial Health Quick Poll to reassess possible financial stressors for Navy personnel due to the recent economic downturn and compare 2011 results with those from the May 2008 and January 2009 Financial Health Quick Polls.
Similar to previous polls, the main areas of focus were financial condition, residence and Permanent Change of Station moves. A few spouse employment questions were also included. A stratified, random sample of Navy personnel was selected, with over-sampling by regions to ensure regional representation. The poll was administered to a sample of 12,535 active duty Navy personnel over the Internet. More than 3,100, or 28 percent, completed the poll. The margins of error were [+ or -]3 percent or less for enlisted and [+ or -]4 percent or less for officers.
Findings
Key financial indicators remain very positive and the good financial results found on prior assessments (2008 and 2009) were maintained. Eighty-two percent of officers and 56 percent of enlisted described their financial situation as excellent or good. Most continue to describe their financial condition as very comfortable or able to make ends meet.
Similarly, 94 percent of officers and 78 percent of enlisted were able to meet their financial obligations in 2011 compared to 79 percent of officers and 42 percent of enlisted in 2000. While 11 percent of officers and 30 percent of enlisted reported that they occasionally have some difficulty, only two percent of officers and nine percent of enlisted say they are keeping their heads above water.
A larger percentage of Navy personnel (58 percent officers, 62 percent enlisted) contribute to the Thrift Savings Plan than other Department of Defense services (for example 49 percent Army officers, 37 percent Army enlisted).
Of the 55 percent enlisted personnel provided solutions to reduce financial stress, 22 percent requested assistance with developing a debt plan as a solution, even though this service is already available.
As found on other surveys, spouse employment opportunities are a concern:
56 percent of officers and 46 percent of enlisted reported their spouse did not use the spouse preference policy to gain employment. Thirty percent of officers and 39 percent of enlisted were not aware of the spouse preference policy. Of the approximately 50 percent of officers and enlisted who provided solutions to reduce financial stress, 26 percent selected spouse employment opportunities as a solution to financial stress.
Housing-related concerns (e.g., increases in utilities, insurance and rent) continue to be the top financial problems experienced by officers and enlisted in the past year. Fifty-nine percent of officers and 26 percent of enlisted currently own one or more homes. A majority have fixed rate loans. Ten percent of officers have adjustable rate loans on their primary residence, declining from a high of 27 percent in 2008.
Results indicate fewer officers own their home as more are renting. A larger percentage of officers reported renting housing off base at their current duty station in 2011 (47 percent) than in 2008 (38 percent) and 2009 (36 percent).
Similarly, fewer officers reported owning a home at their current duty station in 2011 (36 percent) than on previous polls (43 percent in 2008 and 46 percent in 2009).
Twenty-two percent of officers reported an inability to sell their home at either their current or previous duty station as a financial problem in the past year, up slightly from 19 percent in 2009.

GTSI Reports First Quarter Results.
HERNDON, Va. -- GTSI Corp. (NASDAQ: GTSI), a systems integration, solutions and services provider to the government, today announced its financial results for the three months ended March 31, 2011.
"GTSI's first quarter is historically our slowest and reported revenue also reflects the lingering impact of the Small Business Administration (SBA) suspension in October, combined with the failure of Congress to pass a 2011 budget prior to April," said Sterling Phillips, GTSI's Chief Executive Officer and President. "The business has stabilized following the SBA action and first quarter results show a 42% improvement in the year-over-year net loss."
Reported Results
For the first quarter of 2011, GTSI reported revenue of $70.3 million compared to $101.8 million for the first quarter of 2010, with a revenue decline of 30.9%. Gross margin for the three months ended March 31, 2011 decreased to $13.0 million from $13.5 million, or 3.9%, from the same period in 2010. Despite the revenue decline which was driven by the continuing impacts from the SBA actions and the delays in federal government spending due to the FY11 budget situation, GTSI realized higher gross margin on the software sales and financing transactions completed in the quarter. Operating expenses were $18.3 million compared to $22.2 million, down 17.6%, driven primarily by strategic actions taken before October 2010 and high turnover since October 2010. Net loss for the first quarter of 2011 was $2.7 million, compared to a net loss of $4.6 million for the same period in 2010. Diluted loss per share was $0.28 per share for the first quarter of 2011 compared to diluted loss per share of $0.48 per diluted share for the first quarter of 2010.
GTSI ended the quarter with $39.1 million in cash on hand. The company had no long-term debt and no borrowings under its credit facility. As of March 31, 2011, GTSI had stockholders' equity of $93.3 million or $9.68 per diluted share.
